NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing will be held Wednesday, March 4, 2026 at 11:00 AM in the Rich County Courthouse, 20 S. Main Street in Randolph. The Rich County Board of Commissioners is considering amending its Short-Term Rental Ordinance. The County has had a Short-Term Rental Ordinance in place since 2017. The ordinance requires a special business license prior to operating a Short-Term Rental (any rental under 30 days where the owner or operator is not present on the premises). The ordinance is an attempt to balance a property owner’s interests in renting out a short-term rental with the interests of the surrounding residential community. The ordinance requires an application, inspection, and approval by the County prior to getting a license. Each license must be renewed annually. Under the current ordinance, the renewal application had to be submitted between January 1 and March 31 each year. Renewals after that window are treated as original applications. The proposed amendment would move the renewal window back to between September 1 and December 31—before the prior annual license expires. For instance, a license granted for 2026 would have to be renewed before 2026 ended or the application would be treated as an original application.
